Background Story: Bad cop from _____ police force. Paid under the counter to look past illegal drug operations. Used to be part of the SWAT force, but was kicked out do to "Unpoliceman-like conduct" where he was put on probation for 4 months. This caused him low income and caused his wife to divorce him and take his kids with her. After he started the drug operations. 2 years before dying, he had made a lot of money and invested it in old cars (such as a '60's impala and a '57 Ford Fairlane), which he drove frequently in his off time. He also invested in old signed records.
Death: While driving his impala one day, he was spotted by Enrico Vcrioli, who had lost 10 dealers in the last month to the police. Angry at Saiga's failure to prevent this, he chased after him. Saiga's car was crashed after hitting a truck trying to avoid Enrico, and he broke his collarbone. Enrico opened his door and dealt two bullets into Saiga's head.
