Well, the subtext of that particular translation (particularly "lowest") is that he's the most despicable, not necessarily the least skilled (though the "fights like a retard" part is unambiguously negative towards his abilities—though let's be honest, I think that's a pretty fair description of how Kurono fought during much of the pre-Shorty series, and it worked out pretty well for him).

I daresay she implied that Kuwabara was the most despicable.

By this translation, I'd say "lowest" implies George is, but Kuwabara certainly gets the most derision. However, that could well be an implication that wasn't in the original text.

There's also the possibility that she's talking about the worst among the people of any significance, namely the people she's introducing. It doesn't necessarily mean she's saying he's worse than the guys who got pasted already.
