Maybe it's a difference in erm... strategies. Like, Osaka team is rampaging now, having fun etc. But on this particular mission they would suck cause of this, so really the tokyo team is sent there to help them.
The other point is that Gantz wants to show Tokyo team the way Gantz should be 'played'.
The 3rd: maybe there are not only these teams in Osaka, like there could be an other team they didn't met just yet, or another team which is in stealth mode (yes, the whole team of Nishis); so it could be the beginning of gathering of National Japanese team, before the worldwide action.
And there is always a possibility, that Gantz just had no shit to do, so he wanted to watch Gantzer rip each other asses, What would happen if not for Reika's breasts ^_^
    That's the theory anyway.

Izumi seemed to view this more as a competition -- I believe a few issues ago that he wanted to "prove to the world" that Tokyo was the strongest team. Perhaps he's been on missions in other parts of the world similarly I think Nishi has as well.

If thats so Nishi may perhaps shed some light on whats going on...

Nishi just has to do some badass things, like going out of stealth, kicking Osakans ass shouting:"STFU N00b! /\/\y F|24gZ!!!". (like that would happen >.>).
    That's the theory anyway.

Izumi wanted to prove Japan's superiority, in typical manga nationalist fashion.

Since when did Izumi care at all about Japan's status?
All he cared about was getting a chance to fight and go on hunts

That's one reason why it annoyed me. Izumi never showed any sign of nationalist feelings before, and nationalism in general pisses me off. I hate it when that bullshit shows up in manga and anime. It angered me in G-Gundam, it angered me in Code Geass, it angered me in Japan, and it angers me here.

Since that time when Nishi and Izumi were talking on the train. It's presumably something that he remembered since rejoining.

No, and I'm sure Oku won't do it. He's bringing the cast back for a reason.
