Its easily explained in my opinion.

People need to die (by the looks of it) to enter gantz

Gantz needed to erase her memory because of the picture and kurono saving her whilst invisible.

But one thing is for sure, aliens can not be resurrected!

Gantz ordered her to be killed so he could erase her memory.

Thats one theory, another is that because she is human, she isnt treated like an alien when killed, or sent.

I think that the focus of Gantz is to eliminate aliens, so it wouldn't allow anyone to bring an alien back. Tae is human, so even though she was a target she is treated as a fallen Gantzer, able to be brought back.

Yeah, but maybe GANTZ has data from all japanese cause it's GANTZ of Japan, but only the ones who are in GANTZ or other humans who have been targeted by GANTZ can be revived.

Only those that are in the memory can be revive. IT just happens that those that have been transported to the satelight are the ones that can be revive. Those that aren't transported too bad for them.

We know very little of how the revival works really

Neither Cherry nor Nishi remember dying. Is this because Gantz "auto-store" their memories at a certain rate or are the final moments ereased by Gantz?(because they're too traumatic?)
Iirc Kuruno don't remember the last few seconds of the Tanaka hunt.

We don't know if it's possible to revive people who die outside the missions, but most likely it can be done. Gantz can probably track his people through the bombs. (Are the bombs removed when people have their memories ereased? If an old or new team member is x-rayed, it could lead to some tricky questions)

Gantz certainly do not just pick random dying people. There's just been one sick dying old man yet, but many with a violent past. Most likely Gantz has a certain "action radius" he can't teleport people outside of.

Personally I think Gantz could revive the aliens (or at least the captured ones) if he wanted to.

Tae wasn't sent using the sent gun. Chapter 183 or 184, she got slashed in the back, then disappeared without the use of a gun at all.

The only thing that matters with Tae is that see was transported. Thats why she disappeared.
