Do you have a supercomputer? No? Then you probably can't have anything even remotely playable.
Until an emulator is created, which would take a good number of years before home pc's would be capable to handle that, I doubt you're gonna get what you want.
Why would anyone play PS2 games on a PC? The PS2 is such an outdated system with piss-poor graphics, recycled games, etc.

PCSX2 is very promising though, it can play some games at good framerate already, check this out!

Yes, there are emulators, but the rule of thumb is that to make an emulated game work smoothly your computer must be at least 5 times more powerful than the machine it's emulating.
In other words, your computer would have to be 5 times faster than a PS2.
Weeeelllll. Actually, yes, probably. The PS2 uses a 299MHz CPU. Me, 3.2 GHz. PS2 uses 32MBs of RAM. Me, 2GBs. The list could go on for miles. Then again the architecture would make a huge differece, which is why people have found it so hard to come up with a GameCube emulator.
