Sorry, it´s Scud Race, the king of arcade racing.
Developed by Sega. (the same who made Initial D)
Never made it on console though.

I love playing Initial D n___n I'm slowly progressing. I've played since ver 1, but gave up cuz I wasn't any good, and the same with ver 2 now I'm actually somewhat good on ver 3 I have an aura muahahaha... even though its crappy and like the starting aura n.n;;
