Thread: City Builders, Tycoons & such! Sugestion?

Asides from EUIII and Anno 1701
I'm looking for some RTS, but more like Anno 1701, where I can evolve evolve, when I'm independed I can just explore the map.

The type of RTS is more focused on social evolution then Combat. Kinda like Settlers (that will come out in september.. but I want something now =p)
Something like Empire Earth or Age of Empires with (much) less focus on combat and more alternate forms of conquest, it can have some brawl if its necessary to conquest.

Like Black & White II where you can conquer the villages by doing good acts, or fuck everything up, throw fire on theirs crops, send my pet kill them!

So, any idea?

The only thing I could think of is Civ 4 and Caesar 4, but they are not really RTS, and also Populous, the original game from 89 is an abandonware so if you want to play it you should find it easy. But there have been newer versions, for the pc and I also had one on my PS 1
