Since you cannot post links unless you have 10 posts, that person's goal was to cross-spam this as soon as he got his 10 posts.
You should not link to anything since there is no section for spam.
Moreover, scammers and spammers are mostly always on the defensive, hence the "SCAM FREE" capitalized part.
