Oblivion's a very bad example, it requires a LOT of processing power just for the absurd amount of NPC AI and scripts running in the background.

How do I know this? My computer's specs are far greater than your friend's PC (almost identical to yours, the only differences being that my CPU is single core, and I only have one 7800GTX instead of SLI), and the game runs nicely indoors and in the cities, but starts chugging outdoors and during combat. Of course, I'm talking with absolutely every graphical option set to max.
Of course, his card is probably not capable of HDR lighting, so it's not going to be pushed as hard as it would on the Xbox 360 version, which runs HDR and FSAA at the same time. That's something that the PC version is not capable of at the moment, until a patch is released that can take advantage of the X1800XT/X1900XT architecture. It's not fair to make comparisons like that until the PC version is patched, and the two are on a level playing field.
Yes, I'm aware that the highest of the current high-end PCs still win in terms of power, but I don't feel that Oblivion is a very good example for you to base your comparison on.
