Well... it's notable that most parents don't want us kids having sex before we are married, but... *shrugs* Well first and foremost(assuming if you are a virgin), the question you should ask yourself is whether you want to have sex and whether you are willing you lose your virginity to the guy you like. Next, you pop the question to him, ask him for his thoughts about it then give your answer. If he gives you an answer like 'Well, it's up to you.' that short, you should reconsider taking a further step at that point until he gives a detailed answer to what he really feels about it. Both of you should have the mutual mindset of wanting to do it together, rather than one-sided.

Also, you don't need to have penetration to have sex. The using of hands or mouth are already considered sexual. First, you should try cuddling, stroking his privates or him fingering you. If you are 'ok' with it after trying it out, then you can consider the next step. However, if you(or him) are discomforted with that... well... push aside the idea of penetrative sex for the time being? This safety approach has its benefits, you can at least try your first sexual experience beforehand without losing your virginity to the wrong guy.

As for condoms... well... guys who are expecting to get laid, should practice at wearing it... there's nothing worse than guys messing up with it.... You said you never felt the need to masturbate, so I must ask you whether or not you feel sexually aroused when you are being intimate with your boyfriend. I say this because it is important as your cervix will need to lubricate its self in order to have penetrative sex (or else it will be a little painful).
