Just add a page where the user has to read and agree to the rules, kinda like the EULA you have to agree to when installing new software, then when they break the rules you won't have waste time handing out and keeping track of warnings, you can just ban them instead.

well for some this was the first forum they ever came to (like ME) but i agree with HN05 there should be a way to make people read the rules first but i dont think an agreement will do it. the main reason people dont read those agreeements is cuz theyre too long not that they dont care. if you can find a way to make the most importatnt three rules concise and easy to understand and stick it right before their account is activated i guarantee that theyll have a much better chance of being read. naybe like having the activation button dead for 10 seconds so they have to read it before clicking [activate] would work well too
