Not when you consider how many of those posts are complaints in sections like Help, Misc. Series, Feedback, or Download Requests.

i did notice he said message boards, i tend to think that that ratio is ALOT highter in places where people download. fact: there are roughly 3000 people on this site with more than ten posts. fact: we have about 180000 members. our recurring posters make up about ONE AND A HALF percent of our total members. not to mention that every day the number of members online is about equal to the number of guests online. and i dont think those guests are here to browse the forum. making it near to .8 percent of the traffic on this site going to the forums.

and we all know if you have less than 10 posts youre more than likely to have made them asking for manga or bitching about speeds.

You're probably right about download sites having an even higher lurk ratio than in general. Though I wonder how many of those 180,000 have logged in during the past month (that is, are active members).

And then there's the lurkers who don't register (like I did for half a year before finally creating an account).

So did I - find this site in January, registered in March (coz manga which i was downloading - School Rumble - was moved to a mirror which can be used only by members or sth like that). I only started to post actively in august, when finally looked in forums and noticed a section about SR.

There aways is an easy way to make people post - to create "download points" sistem where you can download manga only if you are posting. Though to my mind such sistem makes more harm then benefit because most of posts will be like "funny manga", "i like it" and so on. Making rules like "no one lineres" to prevent such posts won't help. This sistems just make forum full of trash.

well thats been proposed before and im sure it would cut down on the strain on the servers, you could get rid of most of the spam by increasing the text limit to say... 50 characters instead of 10 but that would have adverse effects on alot of things too...
