As far as I can tell, no one has scanlated it. (Josei in general is underserved by scanlators, and this is not only over 20 years old but an award-winning work, making it doubly suspect.)

Same thing happened with 'Outlaw Star'.
The anime was of decent popularity, but the manga got dropped after only a few chapters.
