No, 100% Perfect Girl is NOT the same as Perfect Girl Evolution. The former is a manhwa by Wann -- the latter is a manga by Tomoko Hayakawa.

To the best of my knowledge, 100%PG hasn't been scanlated, though licensed English editions exist.
