Would like to know where i can download this series.

Are you talking about the shounen Harlem Beat (the one that Tokyopop is publishing as "Rebound") or about the shoujo one (Harlem Beat wa Yoake made)? (Because if it's the latter you can download it at Mangatraders )

I believe it's rebound.

If it's rebound well...I think that nobody is scanlating it. A while back somebody requested it too and nobody could find it.
