Depends on what your definition of "better" involves. I really like Kare Kano as it goes on, as the series explores not just the side characters but the damage the two mains have that cause problems. And the play in the school festival (because there's always a festival episode -- I think it's a law) is awesome. Well, actually, there's an intensifying adjective in front of that last word, which I can't type here.

There's no tournament arc, though, nor fanservice. Just ... relationships between damaged people.

Just search for a series on MangaUpdates and click on the name of the scanlators (see series information). Look around their sites. Requests, by the way, go in DOWNLOAD REQUESTS (where you posted this the second time, before I moved it).

I, on the other hand, can't stand Kare Kano beyond the first two volumes or so, because I hate reading romances about damaged people. I actually managed to get up to Volume 7 or so (on my third try) before I gave it up for good. So yeah, it really depends on your definition of "better".

    (bold are complete series)
*A Thousand Years of Snow (has some highschool scenes)
    *Beauty Pop
    *Fruits Basket
    *Hot Gimmick
*Host Club (Ouran Koukou Host Club)
    *Lovely Complex (a recent favourite)
    *Shinshi Doumei Cross
    *Perfect Girl Evolution

(Nanaki? Oh, that's devious of me. It's got high school and it's a shoujo, but it's probably not what you want. =P)

As for the ones not available on this site...
    *Kamikaze Kaitou Jeanne
*Milk Crown (and Milk Crown H, and Milk Crown Lovers - the sequels)
    *W Juliet

I don't know what's available at Mangarun, though.

Double and triple recommend KKJ and Shishi Doumei Cross.
For on crack stuff, Ouran High is good too. Her other work, Sennen is rather well done too but feels a lil' incomplete to really satisfy me.
And like mentioned, Kare Kano is well written in imo. But the plot feels a lil' darker than the usual shoujo material. But was good nonetheless.

Meh, shoujo ain't really my thang, but I recall that Mars was pretty decent when I first read it. It's complete too, but it's not on Mangarun.

Your name is a bit strange to be asking for Shoujo.
Paradise Kiss is one of the best shoujou's and its set in high school:
"Yukari Hayasaka lives the typical life of a Japanese high school senior. She is constantly under the stress of her mother, Tomoko, who desperately wants her to succeed as a student. Walking the streets, Yukari is accosted by Arashi Nagase who tells her she has the perfect look. Shocked by his bizarre appearance and uncomprehending of his intentions, Yukari tries to escape, but bumps into Isabella, is "captured" by her, faints, and is brought to the Paradise Kiss atelier.

She regains consciousness in the studio and meets the kind and childlike Miwako, Arashi's girlfriend. The trio explains that they are students at the unique art school Yazawa Gakuen, and they ask her to be their model for the school's annual fashion show. At first she angrily declines and leaves in a huff, dropping her student handbook.

Soon after, she meets their eccentric leader/designer, George, who under the guise of returning the ID book, introduces Yukari to the world of fashion, to the world of Paradise Kiss. Drawn by the allure of Paradise Kiss members' determination and George's charisma, Yukari is quickly swept off her feet and into the cut-throat world of fashion and romance."

Fruits basket is done and completely scanslated - you can check the FB forum here for full details on where to get it (I asked the question of Sephiroth's Samurai Girl, who translated the last 20-odd chapters). As shoujo romances go, it's not a bad one.

Kare Kano is the other one that just finished. It's *ahem* available on the net, but you might have to look a little to find it.

I give Fruits Basket points for a more entertaining premise, but generally prefer Kare Kano's artwork, character development, and general readability. On the downside is that the pop band arc in KKNJ goes on way too long. Also, if we're comparing cultural festivals, I actually enjoyed the play in Fruits Basket more, although the play in Kare Kano did a good job of giving the characters room to act.

Having seen the Honey and Clover anime, I suspect its manga is significantly better than either of these two, but it's actually josei and not shoujo.

Oh, and Alice 19th is a magical girl with romance story that happens to involve high-school girls. It's not a high school life shoujo romance.

Likewise Aishiteruze Baby, which is about a high school boy taking care of a toddler. It's true some of it happens in school, but it's not really "school life" any more than Hotman is.

Another one that's just starting scanslation is bokura ga ita, which was huge in Japan, and has a good anime. It's strictly high school shoujo romance, and while a little saccharine for my taste, is well done.
Not really the love+hate god, but the pic (from Midori no Hibi) is just too funny... Blog? Yeah.

one of my favorite high school mangas is kimagure orange road. the story starts off in junior huigh but progresses all the way to the end of high school and it is amazing.

another amazing high school manga is suzuka...it starts off at the begining of high school and ends after they graduate.

those two mangas are two of my three favorite mangas (the third being Love hina but that takes place in college). i would deffinintly reccomend reading both of them.
