I doubt you'll find a site offering full OST downloads. There are however loads offering OP/ED downloads scattered accross the net, just do a google. That said i do know of a site that hosts all the Chobbits music, i leeched like mad from there recently :P
It's a bit slow, but a good site.
Nippon is about the best place for OST downloads, IRC works very poorly on for me thanks to my ISP, but im still able to get speeds of 290kbs. Just copy and paste the info you need and your all set.
Boxtorrents is the next best place since the demise of HongFire, which had the largest OST BT collection on the net i believe. God knows how we're going to survive post HongFire *cries*
