Can anyone upload chapers of a series, and if so how?

what do you mean? you want to upload manga? or do you want people to upload it for you?

if you want to upload, the simply find a filehost you prefer to use and post the links then.

if you want others to upload for you, just request it.

Just go to a site like www.megaupload.com, www.yousendit.com, http://rapidshare.de, ect., upload you're file, and copy the download link they give you. Then paste that link where appropriate.

How do I paste the link? Do I paste it in this forum and somebody who workws here will add it to the downloads section?

the upload site will provide a code/link to be posted where you like. what is the manga you want to upload? maybe you should create a thread in its respective forum (series chat)...

is the manga on irc? I think stoptazmo only provides downloads they get from irc. most likely they won't add it.

No, they don't. The series that StopTazmo has currently receive updates from more than just IRC; including Direct Downloads, DC++, and BitTorrent.
