he's arrogant and hypocritical, both traits spawning from an over-idealistic and naive goal.
he seeks a "perfect" world without crime ... which in actuality would probably mirror Hammurabi's mesopotamian society (ruling by fear), by making himself the antithesis of what his entire "world" stands for. That can be seen in two different ways : hypocritical or noble (taking the fall for himself to make the world a better place)
he's insane, of course, and a very interesting person. I'd either want to study him (lol) or stay far, far away and make myself as harmless (to his plan) as possible.
