I also didn't expect it. There was just no chance that he could've won and be a god for the people.
I thought it could happen that he beat Near and Mello and be one step away from making his dream come true, but then Ryuuk steps in saying that he can't entertain him anymore and kills him. To me that would've been sort of a compromise. Light wins against the people that want to catch him but he doesn't get a happy end.
But I expected him to be beaten/outsmarted in the end. The author tried to do that but failed.
