But I don't think the let Allen go on missions for his arc controlling abilities. He probably thaught them the song and now someone else is doing that, because in the last page a voice coming from the golem tells them to get ready and that gate 28 is opening. Doesn't look like Allen is doing it.

But you are probably right. It's just that I had imagined something completely different and I am a bit confused. I had pictured Allen under heavy surveillance, maybe alone in a guarded room with his arm restrained so that he couldn't hurt anyone (should he change). And then I read the chapter and he is on a mission.

Nope, it's Allen. It was revealed in chapter 165 that Allen/14th is the only one who can control the Ark. The bit about the song was apparently a lie Komui told to Allen (that Cross asked him to do). I don't know what that last line meant, because it was made pretty clear that only Allen can do that... but my best guess is that Allen already opened the gate or that it's the one they want him to connect. It's also been said that Allen can't make a connection from the Ark to somewhere else unless he's at that spot, hence why he travelled ahead to the new HQ; that's why he was sent there (to form the connection).

Haha, yeah, I sorta expected something like that too. Makes sense, though... they restrained his arm originally so he wouldn't react in a violent manner once the situation was revealed to him, but that isn't a concern now.
