Briefly, Hitler-guy wants to use the Ark to advance the Black Order's war effort.
And starting on the bottom of page 10 (as I understand it):
Leverrier: If the Ark is dangerous, then don't you think there is something else we need to examine?
Bak Chan: Huh?
Leverrier: The person called "Allen Walker".

Assistant guy (or is it still Leverrier?): General. After you received your mission to destroy the Plant, you immediately made Allen Walker your disciple, didn't you?

Thanks for the partial translation. ^_^ So Hitler-guy seems to know quite a bit... and Cross really isn't all that great if he took care of Allen just because it was his mission to. :/ And now Allen could be in trouble. Cross made him risk his life! (And took three years to accomplish his goal, too!)

You're welcome. And my impression from the second half is that Cross does care ... somewhat. He tries to cover it up at first -- although you could say he was more concerned about what he wants to do.
But ... wow ... I'm rather shocked, now that I'm done working through the chapter. So much for Allen becoming a general, huh? He's in deep, deep trouble. I didn't expect the confrontation with the Black Order to come so quickly, with relatively little accomplished on the Earl/Noah/Akuma front.
And good ol' Komui! He may be a bit flaky, but he comes through when you need him.
Yeah, quite a bit of trouble. o_o I TOLD everyone the Black Order was not all that great! And Kolox, this is what I thought you'd love - they want to torture and kill Allen. =P That's kind of scary, isn't it?
Anyway, I really like this plot twist. It's good to see that Allen won't just have a happy reception, become a General and all that; there's a lot of planning behind the scenes, and it looks like Hoshino is finally starting to pull all of it together and set the plot moving in a new direction. I doubt Allen will just be let off with some meddling from Komui and Bak, after all. I wonder what will happen next chapter - will Allen be told about this? His expression will be interesting, since it doesn't seem as if he knows why he has those powers, either.

Nah, they won't kill Allen, they need him to control the Ark remember? Torture yes, kill no. I doubt that he'll be a general in those conditions, also what was Cross' punishment? Or he didn't receive any punishment at all.

Malcolm might not be aware of Allen's power to control the Ark, or he might feel that killing Allen is a greater advantage - without him, the Ark could probably remain open, if not move. Besides, as long as Allen is alive and CAN control the Ark, there's always a possibility that he'd do something bad with it (in the suspicious minds of those who don't know him, anyway).
Cross didn't really get a punishment since he was sent away from the Order to complete a mission - but he does have to stay in HQ, do what he's told, and isn't allowed to see Allen.

Malcolm knew Allen could control the Ark (it was said in the meeting, page 3 last panel). I'm guessing that he's just being cautious and trying not to make mistakes, he is, as stated, here to win the war.
Meh, I doubt he'll want to see Allen with all the questions Allen got.

Right, okay~ Wait, I read that from someone's post on Mangahelpers... that he's the ONLY one. Okay, that. I think the most likely reason is that Allen is dangerous if he's going to betray them, and it would be better to give up full control of the Ark than to let him run free if he really is on the Noah side.
Cross can always refuse to answer Allen's questions... well, who knows. Maybe Cross will be okay with that part.
