You mean, in recent chapters? That was only obvious to the reader, who also got to see what was going on with the Exorcists. To the Earl, who has known Cross and Allen, and who HASN'T seen the behind-the-scenes stuff... and since Cross even had knowledge about the traitor Noah... well... and he also thought they were going to die anyway, since the Ark was crumbling...

He sent Jasdebi because of Cross and they failed. He knew also he was in Japan - do we need more motivation to actually CARE what's happening ?
Er, wait, what does that have to do with the point? Anyway, Cross is powerful and sneaky (remember, Jasdevi failed because he hid from them, not because he beat them =P), which is more reason for the Earl to assume what he did.
