Sherman-san has a point. If they have asked Hoshino-san already.... but often characters making appearance in the anime before the manga means....lots of changes......and therefore a screwed anime.

FMA anime had some different characters than manga, but it wasn't bad (in the contrary, it was quite popular and some people preferred anime). So it's not bad they are changing some things, as long as they keep the main idea intact (which is - Allen must DIE !!)
if they are just gonna magically produce some noah's in the anime, the story will get screwed. just hope they don't utterly fail and will still be able to keep the story sticky to the manga.
Okay, it's not LEGAL, but it's more legal than if it had been licensed. =P
I'm not sure if the animators ask the manga-ka about the series, actually. Even if they do, the fact that these Noah have appeared long before their time will mean drastic changes later. In Noah's Ark, all the fights were matched up somewhat. Will they insert these new ones there? Kill them off? And what if the personalities aren't at all like what they should be?
I don't always mind anime-only characters, but the big problem with this is that there are twelve Noah, and only twelve Noah. Most anime characters can be pulled off without big changes to the story, but you can't do that here. Inserting an Exorcist, fine (if you kill them off) - since we probably won't see or hear of all 109 Innocence anyway. But a Noah? Hell no!
as you said earlier, it is obviously okay to put in side characters, but for god's sake this is the noah's. they're like the akatsuki in naruto. you can't just show one and kill them off just like that. they're the antagonist's. i can already imagine inserted side stories in the anime..
It's not even that they're the antagonists, it's that there are a limited number of them, and we're going to see them all in the manga at some point (D.Gray-Man looks successful enough not to be cut off early xD). That means that somewhere later in the anime, things are going to go wrong. Also, this could pressure Hoshino-sensei into changing some of her existing ideas so that people don't get too confused.
Yeah, hopefully the producers aren't totally braindead (though guessing from what we've seen thus far, that's no sure bet), and they'd only do something as major as introducing an as-yet unseen Noah if they checked with Mr. Hoshino first to make sure it tied in exactly with what he already had planned.
At any rate, at this point I think it's fair to say that the anime is so far gone that it doesn't stand a chance of being the same as the manga - rather, it's becoming more like a spin-off series that incorporates the same characters. I'm not too upset if they just throw in a Noah here, so long as it's not TOO inconsistent, since, after, all, I'm well beyond the point where I actually care what the anime says.
Unfortunately, that's exactly the kinds of things that anime producers do. With the pace at which D.Gray-Man has been going, we're not going to see all the Noah for a long time, so they could be betting on that. For all we know, they ARE going to cut the DGM series off early (maybe at the end of the Ark arc?), and they feel okay messing around with everything.
God, I can already hear the fans whining...
I have a lot of issues with the anime fillers, too. It'd be one thing if they made a filler arc, but they've introduced such a backstory to previously unknown characters that it's really hard to tell what should and should not be there. And they've messed up important anime events... Damn it, TYKI killed Yeegar! Road was not involved in that, and yet everyone's going around thinking she was singing and torturing him when it was pretty obvious from a few chapters later that it was Tiki, and only Tiki, because that's his style, and that was his job. >_>
