Well, everyone has to start from somewhere, when I was 16, I was still drawing stick figures ... ( seriously ... )
With lines guiding the eyes to right height of the face and facial features at the correct places, the basic idea is there, although you have to work more on it ...
( Try using the same guiding lines on the body as well, to make it appear less flat, a bit of shading after you get better would give it more dimension. )
There is also some effort on perspective as well, from what I can see on the 2nd picture. Anyway, I will put up some tips on my next post.

Anyway, here is some 'link' to something as well as a few tips to help you improve ...

Tips
- Use cylinders, ovals and lines to guide the shape of your character's figure.
- Practice on the face and hands a lot since these 2 points are what most beginners have problems in ... ( Even I can't do hands and feet that well ... )
- Use shading to create a more dimensional look on your figure after you learnt more about lighting and shadows ...
- See more works from others, including the artists that create manga and anime series ... and try to study and emulate some of their tricks and blend them to form your own style.
