A far fetched idea could be that Isley actively makes Yoma amongst the northern parts? And East, could that be the Organization? or maybe they are located South but that particular translation was translated wrong?
I don't seem to quite comprehend what Rubel was trying to say here by manpower. Clearly the orphan girls sent to the East can't pose much as a Manpower can they? Unless they were turned into warriors?
Maybe the North was short on manpower because of Easley there. He's been the most active so far, and they do need meat to fulfill their needs. And the organization is probably located east since all the other Abyssal Ones had the other compass points. See where Alicia and Beth came in and the later chapters where the gang gets word from Riful about what happened after seven years.
The boys carted off north likely just turn into slaves while the girls sent to the east become candidates to become claymores. What I don't understand is why boys go north.

On a serious note, I agree about girls most liekly becoming claymores. As for boys... Maybe they are used at some kind of mines as slaves? After all, work in North is hardly a healthy one, so normal people won't agree to go work there. Thats why they are using slaves. Thats only assumption of course.
They can't possibly be thinking Organization sends fresh young boys for the awakens to eat them now can they? Why not send both boys and girls? I'm sure not everyone is gay in the lands of north. I'm thinking perhaps Isley DOES make Yoma warriors and more male claymores?

Nah, I don't think Easley can make boys into Yoma warriors. None of the Abyssal Ones have the ability to turn normal humans into yoma. In fact, I'm pretty doubtful as to where the Yoma originally came from apart from that vague mention in the beginning. Yes, it was stated that Raki got thrown out of his village because they feared him becoming a yoma, but that's probably superstition talking.
Reinard might be right about the mining thing. Kids were often used in mines back in the bad old days because they'd fit the tunnels. And there are plenty of mountains north.
The HQ's likely East. Easley went South to battle it over with Luciella.
