For one, this almost exclusively affects people who are on a large, corporate or university network. Personally, my school does not allow it for various reasons, including the fact that a lot of illegal trafficing goes on on IRC and running IRC on a network has posed a security risk in the past, so networks such as these are wary of it. Stopping people from being able to access IRC is relatively simple for the network admin to do. There is no way around it while staying on the network (meaning: the only way around it would be to use an off-site proxy server which can be slow and dangerous).
So, thats pretty much the gist of it. hope that helps. The reason its such a big problem in communities like anime and manga is because the vast majority of the people who dl manga are of university age.
