Long story short, people are bitching about it when they don't even really understand it. The point of the ordinance is to prevent children from being ruined by smut and violence. It only affects Tokyo. Try to think of it as a quality filter.

its just like 98 said. Its just to prevent kids from having access to adult material.The objective of this law its to restrict this violence and sex contents in anime/manga characters that looks like under age (kids). Basically we met this law as the "anti-loli law."
Labeling those anime/manga only to the adult market.
which this law says its that from july 2011, a lot of anime/manga that shows explicit scenes of rape, sex with characters that looks like under age (kids), and extreme violence (gore), only could be sell to 18+ people.
it's just a new rules to regulate the public who can read/watch this (technically as its done around the world with porn and movies)
When I first saw this at Sankaku, I raged! Its a good thing I check other places as well and found that it wasn't as bad as I thought. =]

I hang with such people online like crim who don't even know English too properly, so I was informed about what the bill did exactly before finding out people were thinking it was a "ban on anime/manga" lol.
I hear the Japanese aren't lightly ignoring it though, apparently the (something or another) of non-ecchi animes like Naruto and Bleach will be protesting by holding off from participating in (something) in Tokyo. (I'm sorry I don't remember the details lol.)
