    How? No matter what I tried, the infection either gets quarantined when it starts spreading, or when it starts having casualties. Somehow I can't have both.

    wow this is old. i remember playing this like 2 years ago. i've only managed to win once; i think there is too much randomness in the game

    It's as much luck as anything, because there are certain regions (I'm looking at you, Madagascar) where the chances of the virus reaching are lower, or the regions just SHUT. DOWN. EVERYTHING. at a whim.
