Well, it's more like building an outpost near the water supplies.
Getting there isn't a problem really, but prolonged stay will require massive amount of research and development before getting all pumped up about it![]()

It's gonna depend on the form of the found water. Since the collision threw up craptons of crust material, it's impossible to tell whether the water is in the soil or formed an actual frozen lake. All we now know is that there is water in some form. Hopefully there's a lot of it, since it's very expensive to transport it from the Earth. Several tens of thousands of dollars each liter.
