Actually I've wondered for the longest time why exactly I can't own a canadian. I've tried to purchase one several times, but it has never succeded.

Is there some kind of export ban or something?

Canada is a communist country. Obviously, people are owned by the government. You have to buy them through a government agency.

I think it works similarly to how you buy those Russian brides.
