To me this forum doesnīt really look dead, but if you think so...
We may we just "said what was to say". To recreate the necessity to talk/post, you would need one of these:
-New members with new questions and Ideas.
-new topic categories we didnīt talk about before. (like the history of East-European Agrarian partys, I could talk much about this!)
-A bunch of new manga/anime good enough to be talked about.

Probably need to rethink the distribution method of the manga. Now, I don't know if download sites are still hip with the newer generation, I've dropped out of the manga loop and only read a couple of new stuff every now and then, but it seems to me online viewing sites are making a comeback.
So that could have some looking into.
For the forums themselves, well it needs a new influx of members. So everyone should go point to this site in every anime forum they come across.
That's all I've got.
