Easiest advice I can give you. The simple, elementary, boringly childish things are by far the most important.
You want muscles? Start by being able to easily do as many as 50 sit up and push ups each. I'd heavily recommend training with hand weights rather than bench pressing unless you just want to do so. Reason being, increasing the forearm muscles and increasing grip strength are the easiest things to do and have the greatest chance of being practically useful in everyday tasks.
If you can follow that simple concept, you'll not have to worry about being "puny." My opinion is that, as hypocritical as this is for me to say, there's nothing wrong with being at the norm or just below if you don't have a good reason to be anything more.
EDIT: Squats are exceedingly good at building overall muscle tone and flexibility, if you can get over how ridiculous it feels to do them.

There are ALOT of different programs out there, so people tend to do it "their" way.
It all really depends how serious you are with the work out. If you really want to go all out, you need pro help in the gym with that, so you don’t do it wrong. I've seen alot of young kids doing their exercises wrong, thinking their going to be Arnold next week. It takes alot of time and hard effort if you really want to improve yourself. If you’re “simply” looking for a add of muscle mass, start doing what Terasiel said for starters.

That's not all that hard to avoid. Any time you exercise your arms, you are essentially putting some degree of work into your shoulders and chest as well. To be honest, it's almost impossible to focus too excessively on one muscle group without doing it on purpose. You basically just try and keep a balance by way of balancing fatigue in each part.
Squats vary between styles. Unweight squats are the best for working out alone. Using a barbell for squats can be dangerous if unattended. To answer your question, it seems pretty accurate to me. To give you a clear thing to go on, use your own judgment and find something that feels right to you. That's almost always going to be the best path to take.
Dumbbells are good because, with Barbells, you tend to favor, your stronger side. Dumbbells will help you kept "even".
Wait why are you asking online? Why do you even need to ask? Most of it is pretty obvious. "oh I want bigger biceps, you think bicep curls would help?" "Oh I want a bigger chest you think doing push-ups would help?" "Oh geez my upper body is large but my lower is scrawny, you think working out my lower would help?"
