Well I can say this

Houses in the middle class and rich areas are purely made of concrete, and even the poor class has them (in Dominican Republic) only the very poor that live near rivers and the people living far away of city's have houses made of wood and what not.

(I believe Cuba has a similar situation)

Back At home my house was made of pretty much wood >_>

However, is an economical issue, wood is cheap and won't last long, so people is hired to build houses and the economy is healthy, however every time a Tornado or Hurricane hits your house, you have to start over again...

But the government doesn't care about your problems, they only want the economy to be "healthy"

But they are a lot cheaper than concrete, brick or stone. That is an argument of fail if it's a question of life and death.
