Honestly, this is the first time I've heard about this, and the only reaction would be that is most unfortunate. I don't see any reason for it, either.
This can't be for real, can it? And I'm sure the after international feedback gets to the matter, the ban will be lifted.

On-topic: I guess they don't want any sexual realtionships between chinese and blacks and their resulting offspring... there was already the same experience before in communist countries in eastern-europe and soviet-russia during the cold war (Moscow Olympic Games 1980, World Festival of Youth and Students Eastern-Germany 1973), suddenly resulting with the birth of a lot of black kids in these countries...
