Pro hug, both gender. Hugs are great. They always bring people closer. Me being a guy:

Hugging Girls: If you're friends with the girl and you both know it, there's almost no way a hug can go wrong, provided you do it in a non-sexual way. If you like the girl, then it's good. If the girl likes you, it's good for her, and considering she's good looking enough for you to hug then it's not bad on your side. If you both like each other, and you both know it, hugs are great for sparking secksual attraction.
If it's your girlfriend, obviously hugs are great for both sides of the relationship.
But GF or not, hugs allow you to feel boobs on your chest, and that really can't go wrong.

Hugging Guys: This one's more difficult....you should only do it if you know the guy well, and he's not a homophobe. It also brings you closer, but in a brotherly way. You become more comfortable around the person.

In general, if you hug someone, it's good. Hugs look good to spectators. They think "hey, that guy's got a friend or "damn, he's lucky to hug that girl".
For me, hugs raise confidence.
