While the ministers contemplate and haggle over the legalities of using the SDF in such a situation, the US might already have F16's flying out of Misawa Air Base to greet ET. If ET is hostile and kicks their ass an keeps coming, whether the SDF is utilized or not may not matter.

ET is creepy! Espacially in the scene where the kid sleeps outside in his sleeping bag, and Et walks closer and kind off groans =/ That scene have always freaked me out..
