It's Vladimir Putin.
The reasons they gave are pretty good , and I assume the timing is because he is about to step down as president (while becoming the prime minister and installing one of his own men as president). Definitely much better than choosing Giuliani instead Osama in 2001.
And he manages to be much more photogenic then US president for some reason:

Wow, he actually looks kinda sexy for a politician. Sorta like Peter Mackay except he thinks with his brain.
I kinda think it should've been Al Gore, though. A lot of the previous People of the Year they interviewed thought so, and it's true that he did have tons of fame this year. His chosen issue has also become one of the western population's greatest concern... being green is cool, apparently. Of course, Putin is a good choice (I was worried that they'd pick someone totally unworthy), but...
