Beauty I believe is best displayed by happiness, and the more you love someone or something, the more beautiful it/he/she becomes. So I think the best example of beauty is an expression of pure joy or happiness on the face of someone you care about.
For people or say, a woman you don't know, I'd say beautiful women are those who are graceful in action and in thought, intelligent, elegant, kind and compassionate with a sense of naturel beauty that doesn't always need makeup or implants trickery. I also find modesty beautiful.
but seriously, my own theory on how people perceive other people's beauty is 60% mind, 40% actual physical shapeliness (somewhere around there). the mind part is influenced by past experiences, feelings towards that person, personality traits, etc; the physical part is stuff that most humans are hard-wired to find beautiful - symmetry, cleanness, shapeliness.
for instance, someone might appear average-looking, but once you get to know them better (and like them), they start appearing more attractive.
obviously there are exceptions, but i believe that this is the general rule.
As someone else already said I like women who are classically feminine. Its scary how masculine women are nowadays.
Also for me beauty is very much a matter of "prescence." I went to college with a girl a few years ago who was quite plain in all physical respects but I found her beautiful anyways. She had a kind of presence about her that I was highly attuned to.

(Just a small sidestory on this point: When I was in 7th grade, I had a crush on a girl in one of the other classes... she was wearing glasses and I found her extremely cute and I think intelligent and mature and all.... One day, she didnt had glasses anymore (maybe had contacts then) and from that moment on I didnt felt like shes was so amazing.)
And for me, my girlfriend is "the" beauty.
Because she is very intelligent, very ambitious, she's the first person in my life that can keep up with me in a discussion, she's funny, she looks hot on the one hand but also cute on the other, she even has glasses (see above) but wears contacts mostly, shes multicultural, and so on...
I cant even name everything thats so beautiful on her because there are just too many small things.
And not mature, shes clumsy and childish mostly, but when it comes to real issues shes completely serious. I like that too. A lot.

I agree with everyone who likes feminine women. I don't think I can go out with a girl who acts more masculine than me. It feels more like I'm hanging out with another boy.
