If we end up with two Dalai Lamas do they have to fight to the death or something to figure out who the real one is?

Simple. Because of this law, if the next Dali Lama is "reincarnated(I myself don't believe in that stuff)" in Tibet, unless approved by the Chinese, they have the legal right to imprison the Dali Lama, as well as all the senior monks. Heck, they might be able to execute them legally, as well. In effect, cutting the head off the Tibetan hierarchy, all in a completely legal manner.
Legality is a myth.

the other interest is to be able to decide who will be the next dalai lama (faithful to China), which will result in a schism with 2 dalai lamas (one official, backed by the Chinese, and another unofficial who will flee in India or elsewhere unless he is a victim of a mysterious "accident" beforehand or put in jail as you said)
Members of the Chinese government are exceptionally bored if the Dali Lama's reincarnation is the best they can come up with to set policy on. Normally they don't give a damn about Tibet, but then some dummy wakes up and thinks "Say, we haven't pissed off the people in Tibet for a while...gosh, they might not think we care so we gotta work on that!".
I must ask who are sillier, the chinese who want to regulate reincarnation or the people who actually believe in reincarnation?
