There is nothing like that, on the new rules. Then again, I wouldn't really know, since in The Manga Summaries Thread, the first rule says that, that thread is the only manga related topic, but no discussion can be held there.

Yes, I have, and the only ones that mentioned manga/anime were "The Manga Summaries Thread. READ FIRST POST!" (which I already mentioned), and "If you ask HERE in Chit Chat about manga downloads you will get banned".
I have nothing against a rule for not manga/anime discussions in Chit Chat. I just pointed out, that there is no such rule in the new rules, that is all.

On the other hand, there is a section for manga and anime dicussion, therefore posting such a thread here breaks the "do not post in the wrong section" rule.
