this is a small question about law for my own personal interesse.

"Is it legal in CHINA to scan,translate and put manga online?"

Depends if its licensed, but short answer, probably not legal.

what if i told you thats not true in china. chinese intellectual property law says you cant. do people know this and ignore it or are they just unawhere?

and also as shautieh has mentioned. it really depends on your country.
if that law in china says you can't then it's illegal in china but other countries have different laws so it doesn't really apply to them. thats why I'm happy that its not illegal here. that is until it gets licensed ^^

In the USA, unless you personally bought license privlages it is illegal.

Isn't China known as the largest distributor of purchasable bootleg, imitation, or even stolen goods in the entire world?

Doesn't international copyright law make it illegal everywhere?
