And sorry to tell you that there is no commercially-avaiable wireless connection out there that's faster than 108Mbps, which is 13.5MB/s.

Let's say that I am incredibly and almost impossibly wrong here and that you DO have an 11MB/s connection. That's only for the LAN, not for the WAN. Your internet connection is actually a lot slower.
For example, my main PC is connected to my router at a speed of ONE GIGABIT PER SECOND but my actual internet speed is the one capped by Rogers ISP at EIGHT MEGABITS PER SECOND.

I was just about to say, surely she means 11Mbps.
EDIT: No wait, that would be way to slow.

Connection's kinda slow, and the upload speed is terrible, but it's fast enough for me.

@ SD. You're upload is betta than mine by a lottttttttttt. XD :

    dl: 5665 / 139 (Kbps)
    up: (691.5 / 17 KB/sec)
Compared to the average of 611 tests from optonline.net:
    * download is 38% worse, upload is 93% worse

I won't argue it but the article I read describing my college said it was 11 Megabit/second.

Could be possible, though it always feels slower than that.

This is the package I use, I assume 4Mb means megabit.

EDIT: come to think of it, I'm not getting what I paid for. And My internet does seem slow recently.

Like many other things, advertisement is mostly misleading. You just have to be careful.

ISPs are evil. You really should call them and complain. Heck, bitch and whine at them and they will probably start monitoring your complaints. If you've done your homework properly, they should compensate for their errors and lies.
