Are you referring to Americanization? Then no offense to Americans, but they totally suck in this area. I'm kind of imagining DoA right now as a total crap work.
Are you comparin the cartoon and anime made at different times or at the same time? Art and technology can culture could have affected how both animation was done.
No it doesn't. America just suck at it. Accept it. Name any one Americanized Japanese franchise that was actually any better than shit.
I think Avatar is a good example of that. Now that anime has become so mainstreamed in the US it's no suprise that there's one decently made. It's slightly different in style from lets say, Martin Mystery or Totally Spies, which makes it appealing and feels like it could be a real anime. A real story does help too instead of just a random story in 30 minutes.

I guess it's only me who calls both Japanese animation and American animation "cartoons".
But man, that stuff in that link must be old. I actually like the look of their new stylized stuff.
