Ohman, I asked myself the same question.
Maybe it has something to do with his development of powers?
i think they said something like, the more reaitsu one posesses, the more that person will live longer or something like that. But in general shinigamis age real slow, no matter how you look at Rukia aged, the only thing is she has a small body but she did age.
They do age, they just take a number of hundred years to do that. Ukitake and Shunsui used to be lots younger when they trained under Yama-ji. That made me wonder how long has Yama-ji been a shinigami (or maybe he died at a very old age XD )

Soi Fong aged from a little girl to who she is now. Hitsugaya aged from little boy yo some sort of teen.

All the characters age. Soi Fong, Ichimaru and Matsumoto used to be little kids. Kubo likes to age characters whenever he feels like it.

actually, i think kubo tite puts in alot of thought in how the bleach world works. There are a lot of things that u see like all the way in the beginning that have some relavence to something like at where we are rite now. for example, when the grand fisher ran away, u see him being rebuilt and u see his mask broken. obviously that was kubo telling everyone about the arrancar way b4 the ss arc began.
No, that's him showing he's thinking about the plot, not about the Shinigami world.
I think that the people age slowly, similar to elves do in most fantasy books.
