Well not really its not that they getting weaker its more along the lines that they can only get so strong until their strength stops growing
As for the bottom of the food chain....hell no they are still as strong as they always were its just that when you think about it when stronger guys come along they sorta make them look weaker when their not
If there was a food chain it would be something like this
Arrancer
Vaizards (not sure of the name)
Captain/Captain level death gods (Ichigo, Urahara, etc.)
Whatevers under captain
Whatevers under whats under captain
And so on
Truthfully they aint weak cause if a new guy say as strong as keigo came along would he be able to defeat hitsugaya?....Not really....

Thay are not get any weaker, they are weak from the beginning... Remember that apart from the Captain and vice-captain who are exceptional(exept grop 11 as well) the other shinigami are much weaker. But they are not that weak, actually. I think it is because we usually use Ichigo to compare ppl but Grimjaw is an espade--> stronger than normal Arranca--> it doesnt mean the Arranca are that strong(Matsumoto and even Rukia can pwned them remember)
About Vaizard...there is no telling how strong they are, but... being a Vaizard mean can over pass the Shinigami limit so they may be more powerful tahn normal Shinigami. And it is Hollow-Ichigo that beat Byakuya so unless Ichigo turn into a Hollow now, there is no right way to compare their streng in the next battle.
Destroy all human!!!!

The captains, vice-captains, and Ikkaku who went to Earth all managed to defeat Arankaru - they had a limit imposed for most of the time, remember?
Aizen, Tousen, and Gin were all former captains and they are definitely (Aizen, anyway) above the Arankaru, and presumably most of the Espada.
Have we even seen the Vaizards fight yet? Presumably, they're fairly strong - maybe a bit stronger than Arankaru because they were formerly Shinigami, so they have training...? It's hard to say.
Really, it wouldn't be a story if the same strong people were always the strongest. A newer, more powerful, enemy has to come at some point.

The power of the vaizards and arrancar are relative to their power before their transformation.
So basically if a vaizard, as a shinigami, was at equal terms with a vice-captain, then after being transformed he/she could be equal to or more powerful then a captain. I don't think ranking as a group is a "fair" thing to do.

I'll agree with ducttaperofdoom on the grouping system. Just because of title or race or whatever you call it, you can't exactly gauge strength from there. It's like saying "OH, Arrancar, totally going to kick that Shinigami there." That is so proven wrong in one point where Rukia was fighting with that one funky wierd Arrancar whose name I forgotten.
Plus another thing to remember is that when Shinigami are on the Human plane, their powers are restricted. They weren't at full power in the beginning when they fought those Gillian-leveled Arrancars. And when they did "lift limit," heck - you see what they're capable of.
So if you think about it, it's around to be based on style, strength, strategy, and all - the fundamentals. Not sure if it's clear... but compare it a bit to like Chess or something. One person (the first) is beaten by the other. And the other is defeated by a third, but the third loses to the first. It *all* depends on the individual and how they fight and such.
I hope I didn't stray from what I was trying to say.... But overall, nope, Shinigami have a fair standing and are totally not on the bottom.

Just like everyone said, shinigamis aren't getting weaker... Actually, it's the enemies who are really powerful... But of course, most the shinigamis still haven't reach their full potential so it's normal for them to get beaten by the enemies.

So very true, look on Hitsugaya for example.
His bankai is not yet fully developed.
There was a time when shinigamis might have been able to claim the title of strongest, but thanks to Aizen it's a whole new story.
Also i'm not sure about the story behind the Vizards....
In any case, they might have been slacking off because they had it somewhat easy, but now there is a major threat to Soul Society and so everyone should start training.

how strong do you guys think Ichigo's reiatsu is? I mean think about, when he got crushed under his own bankai's reiatsu while fighting Byakuya. How crazy is that to get beat by your own reiatsu and that's why he thought byakuya got faster while he himself became slower.
now about that fight, even though Ichigo technically won, i still thought at that moment Byakuya was still stronger than Ichigo(without hollow)
