Ichimaru Gin of course. The best villian in bleach so far. However Saizen with his blind, overzealous "justice" isnt too far behind.
And from "good" guys Kenpachi and that Captain from 1st division.

Anyway.. Ichimaru Gin because he manipulates everyone on a mental level within the rules. For example, if you look at his discussion with Kirihara and Rukia they follow the same exact format. "So ____, do you want me to free you?" Except with differing actions. However, he doesn't stray very far from the orders. So, his manipulation of people within orders make him a very scary character. Also, his shikai looks pretty weak and full of openings. However, the fact that he can fight Hitsuguya without even using Shikai and still smiling reveals that he never feels pressured and has something up his sleeve.
