Look, he's a fox because KT wanted him to be one...don't try to always find logical explanations for things in a manga...just enjot it and that all - and from what I've read, Getsuga's answer should suit you well...(except fotr the loyalty part which I don't fully grasp)

Well he is a fox cause... he is a Fox! I don't think you have to ask yourself too much about SS in Bleach.
But considering there are half-shinigami and half-hollow people ... i think a half shinigami and half fox is not that strange.... sure the mating scene would be scary but not as much as a menos grande seducing Yoruichi.

maybe he died the same time as a fox did, and for some strange twist of reasons their souls got intertwined together and he arrived at SS as a foxman!
but really, nothing can be "really" explained in bleach =D

The loyalty was because he took Komamaru in when no one else would. He helped him when no one else would even approach him. (by "he" I mean captain #1, my mind completely blanked, pardon the name being forgotten)
