Rukia isn't a seated officer because she was prevented from becoming one. Considering that, a seal on her would make sense.

Ikkakru, on the other hand, doesn't have a seal because no one really knows how strong he is.

The same thing could apply to Rukia too. No one knows how strong she is, not even her own division. Even if she was prevented from being an officer, we would've gotten a clue to her strength, but no one in her division boasted about her strength. Not even Renji said anything about her strength. A seal on her would be like a seal on yumachika (sp?).

How do you figure that? Renji often talked to Rukia about her being Captain material before commiting her crime with Ichigo, and no one else saw her as a slouch either. The fact that it never came up doing the SS arc is due to the fact that she had 0 power. And where does it indicate that no one knows how strong Rukia is? Rukia said flat out she'd be at least a vice captain by now if her older brother hadn't stopped her from becoming one due to the danger.

show me... i dont remember her saying anything like that i remember she said she was strong enough to be a seated officer. in my opinon i do not think she coulda been a VC

Only captains and vice-captains have their reiatsu sealed in the human world. Everyone else-regardless of how overpowered they are relative to their ranks-is at full strength, including Rukia.

chapter 202, page 4 from the M7 translation...it's said "seated officer" and not vice captain. And it's her replacement soul which said that, not Rukia herself.

I agree. And one thing I thought of is that Ikkaku, even though clearly almost at full captain level, does not have the restriction imposed on him. Very few people know about his actual power level, and the orders have mostly been issued for Hitsugaya, Rangiku and Renji. So there's been one who's fought at captain level without having the order put on his behalf.

As well as Rukia.
