Thats only for VC and up and also they're powers arent forced down they choose to because they're soo strong that normal humans can feel there power and will freak out.

Considering Rukia is on at least VC and most likely Captain level, I think logic would say they use it on her too.

Rukia is definitely not captain level.

that is a good explanation, and i thank you. but rukia does seem to have skills equal to the lesser VCs. (all the ones ichigo punched out)

I can say it's corect. The essence was the same (fighting and mastering a materialisation of your soulslayer) but he didn't use the dummy to materialise Zabimaru

Because Deiroy was a failure as an arrancar and he didn't even do his arrancar Shikai before getting killed? Grimmjow owning her in like a second and comparing her Shikai to Hitsugaya's show that as well.

also, she got punched in the heart. that kinda drops her out of captain range
